Coreway

I’m tripping on poor storytelling - what am I missing? Coreway supposedly destroyed and inoperable, but you can go right down it via the stairs immediately before completing any quests. Whole isle of dorn storyline is about repairing it, but nothing actually gets done except a couple pebbles removed outside of at the top. What is going on?
