Why is my computer missing some of its settings?

I just have a small yet big problem. My computer, which is custom-made, lacks some of its components, like the window update setting, Bluetooth doesn't work, I can't do a recovery drive, and Troubleshoot is missing. I just don't know what to do if it's cool. Can anyone help me?
