Does Minnesota *really* support education more than other states or is that a lie we tell ourselves?

I'm reading up on school funding and it seems like the state mandates things they don't fund, don't increase funding to keep pace with inflation, and their multiple funding formulas are overly complicated and almost impossible for anyone without a PhD in public finance to understand.

Where does the idea that Minnesota is such a "pro-education" state come from?
