How Do I Help The Poor?

There's this guy outside my school. I've been helping him out and talking to him for about a month.... I know it's wrong in terms of safety and stuff but he's old with no family or friends and destitute. You can just tell he's malnutritioned. I recently gave him a phone but had to get it back because of my stupid parents. I feel awful taking his most expensive possession away from him. But the issue is I also have this policy of telling the whole truth to everyone, like I'm extremely guilt and will be physically ill when I lie. I fell with a fever after hiding this secret for a while, so when they asked about the phone, I had to confess. My mom suggested we even get him a new phone the same quality and I'm talking about a cheap button phone that costs ten bucks max here, but my dad is so dang mean and selfish and he said we couldn't. My mom said she'd come tomorrow and maybe give him a dollar and that's it. How can I help this old homeless guy from now on? For context, at present I reside in India, but I'm not used to poverty cause I was born and raised in the Midwest US, so this is a super complicated issue...
