Sanctioned leagues

Im looking at running a sanctioned league maybe 1-2 times a month. Something simple. No payouts. Chance for players to get a rated round in. I looked on YouTube to hopefully find some how to videos but no luck. Is it hard to do? Any input is greatly appreciated
