outdoor cat?

Saw this cat on South Union at 3:30 today. Just curious if anyone knows if hes supposed to be outside or if hes lost. Was wearing a collar but no tags on it. Seemed okay but was hiding in a tree. Very vocal and loving. I am imagining hes fine because he stayed near the same house. I just stress a little because I have seen so many lost cat posters lately.
