Who do you think is more powerful/stronger Masayuki/Rudra or Chloe? Both at their strongest

I don’t remember much about masayuki’s KOH ( king of heroes ) skill but when he uses it does it give him all the ability’s rudra had through out his multiple lives? As in he would have both Uriel and Michael’s abilities on top of the KOH’s ? If so I think masayuki / Rudra wins for now ( since you know it might change in vol 22 ) , if not then I believe it depends on the situation but I would say more often than not Chloe would win what do you think?
