HELP! Steam says i'm not connected to the internet, but i am.

This happened after i updated steam about 30min ago. i tried to reinstall steam, but as soon as i open the .exe it says "error: steam needs to be connected to the internet to update". I restarted my pc and it didnt work. Steam is allowed through my firewall, so that shouldnt be a problem.

Any help would be great.
