Games like gta online but without the crazy grind?

Hi yall, I’m hoping to find a game with the whole criminal empire management side of gta online (lots of upgrades and customization, fun management, growing from something small into something a lot bigger etc) but without that crazy grind (or buy in) to actually get to the cool stuff. Could be single player or online, but preferably something that is fun without friends. Thanks!
