Do you think Jaune is a good "strategist"?

For me I'd say no. But I'd mostly blame the writers for not knowing how to write a good plan in general. His plans and observation skills in the show are too much of a "Thanks, Captain obvious" type of situation. And I thinks his worst plan was "steal an Atlas airship" that he suggested in Volume 6.
