WTF am I doing wrong with my bullpen?

My Sig, BD Lugo always gives up so many runs in clutch spots. It really bothers me how bad he is, ai was so excited to build that cars all the way up and all it does if lose games. I just took out Addison Reed because he bothers me. I swapped Lugo/Ottavino in SU role once I got the Sig. McGraw is serviceable but his ERA is almost 5 most seasons. I’m working the two primes on the bottom but Upgrade tix seem hard to come by lately and I haven’t seen a Kimbrel and Bautista probably since I got them. That seems to be a pattern. Is the formation the problem? Most of the skills are ok, right?
Tear it apart and help me put it back together. Please and thank you.
