Steam Account - Family Sharing

I cannot family share with a Steam game account I bought because the country of the Game Account and My Main Account are different. When I try to invite one account to a family, it gives this error: Failed to accept the family invite. Based on your purchase history, you appear to be in a different country than other members of this Steam Family. -

The Game account guide says we are not to change the country (store country) of the bought Steam game account. So what can I do to be able to share the game on the bought game account to my main to play?
