Who would win in this scenario?

The CSA and Pacific states have been defeated. The American Civil War is raging but only the Union State and Feds remain. The feds have taken most of the syndicalist territory in the north, but Huey Long has managed to unite with the Pacific States. It's a year into the Weltkrieg. Would American control of most of the country's industry allow them to win, or would Huey Long manage to leverage the AUS enormous oil reserve(more than half of global production at the time). He might sell oil to all sides of the Weltkrieg in exchange for weapons and other military aid.
