I don’t understand how the SSD works…

For instance, we have to defend Phact Bay right now for the next 40 hours. The Eagle storms from the DSS allow us to make the defend missions easier by stopping the time. Why can’t we choose to send it to Phact Bay then ? I have the feeling the DSS is always sent to the wrong planet. Orbital 380 are meant to help us liberate a planet, eagles to defend a planet and blocus to prevent an attack from a planet. Plus it takes forever to move it to another planet so we’re always with the wrong strike type.

AH should revisit how the DSS works… or someone explain to me 😂
