Was thinking about picking up FHM 11, does it have a relegation/promotion system for custom leagues?

What's thinking some about buying one of these games recently, and saw that fhm10 has the relegation/promotion system for custom leagues so does this have it as well?

Just have the desire to create like a whole league and all that when I get to playing it if I do.
