Since Queenbreaker is deservedly getting more attention (in PVE), why Quickdraw or Hip-Fire Grip?

Did it have those in D1 and just got put into D2 the same way? I usually just default to Quickdraw for the handling speed, but it feels like it could have better options than those two extra perks (for PVE).
