Most *consistently* beautiful city?

I emphasize "consistent" because an observation I've made from several hours scouring Google street view is that a lot of beautiful European cities are actually just beautiful old towns (which are what show up on Google images and in tourism), but with more mediocre construction (either neglected traditional architecture, or modern architecture, and some car infrastructure) surrounding it.

Again, that's just from my own anecdotal observations, so feel free to correct me. But on that basis, what cities are the most consistently appealing throughout the whole area, or close to it? Where you can wander anywhere and basically be confident that things will look pretty nice? I imagine small towns and cities untouched by war or bombings would be a good place to look. But maybe such cities just don't exist anymore. Or maybe never did.
