International student worried about their A-Level grades

Ok I'm a student from Africa and my school does Cambridge system. In my IGCSE I only took 6 subjects cause I missed a full year of school due to financial issues and whatnot. I got 3 A* 2 A and 1 C (the C stained my record I know). Also, not all my subjects were Cambridge; half were Edexcel so there's that. I retook my AS-level exams in year 13 and my performance was bad ( B in math, C in phyc and D in bio). Before the final exam, I experienced a lot of financial issues so I missed the first month and a half before the exam and my teachers weren't the best. My transcripts are ok with As and Bs. My question is if I should report my A-Level grades. I'm reporting my SAT and I don't know if my SAT and transcripts are enough. Is it optional to send my A-Level grades??? I know they'll weaken my application.
